I am pretty sure there are a couple of narcotics officers trapped in the building with possible hostages or perps they arrested. That is why they haven’t made a move yet I do believe.
Philly.com is reporting that 2 officers and 2 other handcuffed individuals are trapped inside the house, 2nd floor.

These shooters are carving out a “no go zone” The drug gangs are not just staking out corners from other gangs they are now staking out whole neighborhoods that will be policing free zones. Cops will not be able to go except in force and even then will not be given a go ahead for fear of mass casualties. These no go zones already exist all over western Europe where middle eastern crime syndicates effectively govern many neighborhoods. The enemy is now inside the wire.
