I read that the director of the facility is a civil service hack, a woman with virtually no prior administrative experience in anything, much less prison administration, and the head warden (who has since been fired) was a Senegalese with absolutely no prior prison training or experience. So, yes, its conceivable that the mismanagement that the place was so out of control that nobody knew or cared what the guards were doing or where they were at any given moment.
Still, the convenient everybody was sleeping on the job narrative is simply beyond belief.
