Is it too much to ask of your city government that it pick up the trash? In Baltimore, apparently so.

The concept of placing trash inside containers for neat and orderly collection is a practice which escapes the urban civic priorities. It is not the fault of the municipalities.

I once attended a track and field event at a stadium in South Korea. Everyone cleans up their own trash and disposes it properly before leaving. Can you imagine that at an American stadium? In this comparison, as with the comparison of urban and suburban Baltimore, it all comes down to the local culture.
