The fact that this is written in bureaucratic jargon is a bad sign in itself. All that’s missing is mention of paradigms. How about some plain speaking instead of overblown prose?
That quote communicates clearly to me. I don’t subscribe to the current university mantra that dictates all prose must be at a 3rd grade level.
I’m no expert in this field but I agree in principle with this quote and the rest of the paper.
