I believe there is a mini industry based on this concept. Many years ago, touring wineries in the Temecula, CA area a winery had a letter on the wall. The gist of it was, a legal firm was visiting every winery inspecting for lead-foil covers over the corks. Citing lead foil as a health safety matter, the lawyers threatened lawsuits but would graciously settle for something like $10,000far less than the legal expenses required to defend the suit.
I have also heard of lawyers doing the same thing with the Americans with Disabilities Act. Hire someone in a wheel chair to go around to businesses looking for violations.
