Sorry, but Ann Richards WAS elected governor in TX in the mid-80s. I was living there then. She didn’t get everything she wanted, but enough to do a lot of damage.
George W Bush beat her when she wanted to increase taxes.
I met him in person and I went to the inaugural ball.
