How about the descendants of the British, Spanish etc slave traders that brought the slaves to the West? How about the Muslim Africans that captured their fellow Africans and sold them into Slavery?
They certainly would owe more that those of us whose ancestors immigrated here after the Civil War. Or the ancestors that fought for their freedom and protected them as they escaped slavery.

SCOTUS has ruled a very long time ago that a son or daughter cannot receive a punitive action for acts which he or she did not do, that were perpetrated by a parent. Only now we're looking at multiple generations apart. 9-0 SCOTUS ruling throwing any such law out will be the anti-radical right-wing and racist SCOTUS screams by the left.
