It appears the Clinton machine knew that what it was doing was controversial. That’s why it did backflips to disguise the operation from Congress and the public, and in its Federal Election Commission (FEC) spending reports.
Clinton and the Democratic National Committee used the law firm of Perkins Coie to hire Glenn Simpson’s research firm, Fusion GPS, which then hired Steele — several layers that obfuscated transparency, kept the operation off the campaign’s public FEC reports, and gave the Clintons plausible deniability.
But Steele’s first overture on July 5, 2016, failed to capture the FBI’s imagination. So the Clinton machine escalated. Steele, a British national, went to senior Department of Justice (DOJ) official Bruce Ohr — whose wife, Nellie, also worked for Fusion — to push his Trump dirt to the top of the FBI.

In short, the Clinton machine flooded the FBI with pressure — and bad intel — until an investigation of Trump was started. The bureau and its hapless sheriff at the time, James Comey, eventually acquiesced with the help of such Clinton fans as then-FBI employees Peter Strzok and Lisa Page.

I don’t think the Clinton Crime Machine flooded the FBI with pressure. I think that Comey et al conspired willingly along with Clinton. I think it all goes back to Uranium 1. Lots to protect from being found out.

I would not like it and I know that the media will go on 24/7 about how great she was. But if she would fall over dead, for a while, the world would be a better place. If she received justice, she would be hanged by the neck until she was dead.

It would be a small price to pay for the end of a national curse. I’d feel relieved, especially if there were public breath tests on mirrors and pin-stickings.
Maybe The Hill story has it a bit backward. Top people in CIA and FBI colluded with MI6 (with approval of top British politicians and maybe some co-operation from SVR) to create a black operation using “ex-MI6 spook” (if there is such a thing) Steele and Fusion to distance themselves. The DNC was brought in for funding.
The Clinton machine has had a great deal of influence over who is hired and appointed at the FBI as well as all other Federal agencies ever since the Clinton Administration.
The only "pressure" they applied was making it clear that anyone who had legal problems due to breaking the law in order to get Hillary elected would have no problem paying their legal bills and a full pardon if convicted of anything.
What clinton owes is a debt to society payable by 50 years in a federal penitentiary.

I am scratching my head... while failing to fall asleep. sigh I cannot yet pardon Comey, Lynch, Clapper, Brennan, Rice, Powers, etc. as dupes. They all seemed quite eager to participate. :^/
