Schiff is just coming up with an excuse that relieves him of his threats to impeach. He knows he and democrats have absolutely nothing with which to impeach Trump, so, they have to come up with alternate lies about why they can’t and wont impeach.
I think there is another reason also. What if, once impeachment hearings are started and the “other” side of the story gets out during “cross examination” of the witnesses and the public support actually drops rather than increases? Then the House will have exonerated PDJT. The financial crimes they are hoping on will not jell because there is nothing there and the courts, most likely, will shoot down the fishing exhibition. If they can’t get a majority of the committee or the house to vote to impeach they will have sullied up their own side, not PDJT.
