The problem with changing zoning laws is that no sane person would invest 30 years of mortgage payments in a property if the neighbor can demolish a single-family home and put up a multi-family non-owner-occupied welfare hive.
Zoning laws protect the homeowners toiling away to live there; they don’t want to see their area collapse to house foreign migrants, welfarians, etc.. Don’t take my word for it; this problem is causing many people to re-think buying homes.

I have a real estate developer in my local Chamber of Commerce who gave a presentation a few months ago about an interesting lesson he and some town governments have learned over the last few years.
He built a residential development with a sizable number of "affordable" apartments ("affordable" under state law, not Section 8). The town where the project was built basically forced it on him to get the approvals.
Previously, the conventional wisdom was that nobody would want to pay $4,000/month for a luxury two-bedroom apartment in a development where welfarians were paying $1,500/month for three-bedroom units that comprised 15% or 20% of the units in the complex. It actually turned out the other way around, where none of the welfarians wanted to live there -- because even though the rent was low, they found it totally demoralizing to park their 12 year-old minivan in a parking lot filled with mostly luxury cars and SUVs no more than a couple of years old.
Go figure. LOL.
Allowing duplexes and 4 unit apartments to be built on land zoned for a single family home. My neighbors could sell their house to a developer who would build an apartment complex next door and it's all legal.
