The best way at the moment to solve many of USPS's financial straits is to relieve itself of all the top bureaucracy that is continually gorging itself on any and all revenue that is taken in; this has been going on since our postal service went from being The US Postal Department (a wholly government entity) and morphed into the USPS which is a quasi-government set which follows a fractured fairytale-mindset of looney bilaws, regulations, and financial faceplants. They buy airtime to advertise for what market they have left to them and which they have cornered. The union bosses feast on the fears of the employees they corral into joining with threats of non-representation and loss of pay if they don't.
Without going into an hours-long conversation about all the ills of our postal system, I'll add one more and were done: the ranks of supervisors, 204-Bs, plant managers, and postmasters should be scoured for any semblance of misconduct and summarily fired with no benefits. The hiring practice of bringing in family members, parolees with violent crime / drug histories and political preference to the left should be immediately stopped.
And that's a hefty beginning, and only such.
