You are right that he is a libertarian. He was a member of the Freedom Caucus and now the Liberty Caucus. He is a constitutionalist.
He came to my attention during the early 2000s as an opponent of some provisions of the Patriot Act, such as no access to a legal representative for those imprisoned under the act.
Lately I have noticed lack of support on his part for pro-Israel measures.
Naturally, he would be an opponent of President Trump in these perilous times that require executive power beyond what the Democratic Congress would be happy with.
