The Trump administration is working diligently to clear regulatory hurdles in a bid to hasten the construction of the president’s requested border wall.
On Wednesday, the Department of Homeland Security issued a pair of waivers so as to expedite wall construction at two locations — one in California and another in Arizona.
“The Department of Homeland Security (DHS) issued two waivers, which will ensure expeditious construction of new bollard wall within the U.S. Border Patrol’s Tucson and El Centro Sectors in Arizona and California, respectively,” the department said in a press release.

It will take his first term just getting the groundwork laid for building the wall - hope the second can be spent throwing it up.

Usually, this (environmental waivers) is one of the last things to happen before breaking ground - one to three months prior, typically about 10 weeks.
Border Wall construction will be speeding up sharply through the rest of this year, as more projects get underway simultaneously. Over 120 miles have been contracted to start work, and enough money for hundreds more has been identified to put on contracts this year - through the Summer and into Fall.
We started the year building about a half mile per week, and are expected to end the year running about a half mile per day.
This is big heavy construction, not just running some fencing. A lot of concrete goes into the foundations, and a road has to be built or improved alongside.
It is really going to require a second Trump term to complete the Border Wall, but we are going to get much more significant permanent fortifications in the second two years (hundreds of miles) as compared to the first two years (40 mles), of President Trump’s first term. The emergency declaration opened the floodgates.

According to the Democrats they’re opposed to the wall because walls don’t work. So here’s an observation I’ve not seen or heard before: If walls don’t work, how come every maximum-security prison on the planet is surrounded by a wall?

It is getting harder to track the status, because there are so many moving parts now, and individual project timelines are sometimes shorter than before. Additional new contracts have been established. Newly awarded segments are spread all over.

This year there is also a much bigger rollout of technology than in past years. Much better surveillance is coming to long stretches of unfortified border (Like the Tohono O'Odham Reservation in Arizona, East of Organ Pipe), and basically all the new barrier comes with a big new technology upgrade covering its miles as well.

Laredo is the biggest city on the border, that does not have significant barrier built, and none is scheduled for this year. Military troops can string some concertina, but there are a good fifty miles of open border around Laredo, for Cartels to smuggle humans and drugs.
Nuevo Laredo, on the Mexican side, is one of the most violent cities on Earth. Laredo and Nuevo Laredo are almost the same size. They have very similar economic motors, cultural heritage, populations and socio-economic indicators. Yet, in 2012, Nuevo Laredo had at least 36 times the number of murders. They actually disbanded their Police Force for quite a while, and only had limited patrols by the Military.
Nuevo Laredo has been a battlefield among drug cartels, with the Gulf Cartel and Sinaloa Cartel being pushed back by Los Zetas. Then the Northeast Cartel split off from Los Zetas, and the Sinaloa and Jalisco New Generation Cartels are currently vying for territory there.
Laredo needs a SuperMax border barrier, like San Diego is getting (but about 50 miles worth). They don’t seem likely to get it soon though, because of the extra engineering difficulties provided by the river, all the private property, and the local politics, especially Congressman Henry Cuellar (D-Laredo) who sabotages all the border wall legislation for Texas.
All the 2018 and 2019 funding for border barrier in Texas seems to have gone to the South of Laredo in the Rio Grande Valley (33 miles in 2018, 55 in 2019), or El Paso. If that gets built and future funding gets stalled, then Laredo will likely become the new main crossing point for illegals.
In the near term, I think that the “caravan” of Africans in Laredo will likely linger there for a while, and eventually break up into small groups, spread out, and filter in; with about half getting caught and claiming asylum.
Senator Graham’s recently proposed legislation to change asylum processes would help a lot.
Ultimately, Laredo needs a huge dose of extra-strength border infrastructure. After the Rio Grande Valley to the South of Falcon Lake (which is now significantly funded, and just getting work started), Laredo is toughest security problem on the border. I sure hope it gets done with the DoD emergency funding, or in next year’s appropriation.
What is the status of all the law suits against this? There has not been a single temp. injunction that I have heard of so it looks like the objections to his emergency actions have been neutered. No court willing to fast track the cases to the injunction stage.

The Administration identified a few different sources of money for border barrier construction, when the President declared the emergency.
So far, they have just actually released money from the DoD counter-narcotics account ($2.5 billion) which is explicitly authorized by Congress to build border fencing, roads and lighting. That does not require a declaration of emergency.
The gist of the lawsuits, is to oppose the proposed separate use of money ($3.6 billion) out of MILitary CONstruction (MILCON) accounts. That spending would only be authorized under the National Emergencies Act, if the President declares an emergency.
To have legal standing to sue though, Congressional Democrats, Democrat State Attorney Generals, and their running dog lackeys in Leftist front groups have to show that they have actually been harmed. Just the President saying that he intends to do something, does not rise to the normal legal standard. So their lawsuits essentially wait until MILCON money is actually spent, or possibly until work actually starts with the money, before they are triggered in earnest. They can, and have, asked for preliminary injunctions, but nothing significant has happened yet.
When those lawsuits do come up, they are essentially just nuisance suits designed to delay and provide political talking points. The money was constitutionally appropriated, and the President was explicitly authorized to spend it in this way, in the National Emergencies Act. The Democrats lack the power under the Constitution to change that (pass a bill through both Houses, and have the President sign it), so they are just pounding the table and throwing a tantrum. They have shown that they are able to have some of their ideological judges issue injunctions they might want, right on cue, as absurd as they might be.
Because it is a legally established emergency though, the Supreme Court might step in to avoid such delays, or the Executive Branch might just continue their emergency response despite lower court injunctions, until the Supreme Court has ruled. The Administration also has a motion before the Supreme Court to halt all these nationwide injunctions by any one of a thousand District Court judges (like the Hawaiian judge who delayed the so-called “muslim Ban” before the Supreme Court overturned his decision). If successful, that might also prevent any delay in using the MILCON money.
