This is hardly the “new” Democrat plan. Obama let it slip during a 2008 campaign address that his health care plan was intended to bankrupt conventional insurance companies and pave the way for Single Payer.
The proper term would be “The old Communist Plan”.

Medicare for All would have to make all Health Care Providers into Government Employees. That explains the 40% decrease in Payments for services.
Also, like Bernie Sanders said this would not be free. The Premiums would just be paid to Government instead of Insurance Companies.
Just imagine the Government controlling another 17% of GDP.
