This has been surmised by a number of astute observers. I consider it almost guaranteed for sure.
Personally I don't think Presidents will go after other Presidents. Creates too much precedent for abuse in the future, the kind of abuse we are hoping will be uncovered and prosecuted. Plus, Presidents usually have layers of people who will fall on their knives for them. And besides, they don't do it on their own - so even if the orders came from the Oval Office the people who executed those orders violated the law by obeying an "illegal order" as it were. So I don't think Obama will be or should be personally investigated. Everyone else is fair game and if they broke the law as it appears they did rampantly they should be indicted.
