If I don’t know who the caller is, I never pick up the phone anymore. It’s a shame, but maybe it’s best. The only reason I bring a phone with me anywhere is if I need it. I have no desire to talk to anyone while grocery shopping unless it’s really important - and it very rarely is!
I believe a few public hangings would stanch the robocall hemorrhage.
What?? You don’t believe Yet Another Law is the answer? I guess you’ll never get elected to Congress where their “efficiency” is measured in number of new laws enacted.

My phone rings 4 times and goes to message. If they don’t leave a message, I assume they are scam callers. Sometimes I am curious and call them back. I am surprised how many are phone numbers out of service.

“Should I Answer App” works very well.
My Microsoft IT specialist son-in-law told me there are spoofing software where the phone calls using spoofed numbers are done by computer. We are retaliating them using or fax to simulate our phone number as one belonging to a fax. That way they delete our phone number as a bad number as well as getting a obnoxious sound in their ears.
What is really freaky is when it is your OWN number calling you.
We're of the few that still have a land line. Years ago we bought an answering machine that allowed us to set several different ringtones for close family, and close friends, and then other friends and relatives. We know when to jump for the phone and pick it up. Spammers get ignored and then blocked.
For our mobile phones, we don't pick it up unless caller-id shows someone in our contact list. We constantly update our blocking of spam numbers. Our fax machine is kept offline unless we are advised by someone they need to fax us. I hate spammers!
No more robo mobile works great on our so called smart phones. Most robo calls are aborted by the first ring.
It costs a couple of $’s per month.

I used to think that these people got the phone numbers of people recently retired since that is when they began happening to me. It turned out to be pointless blocking them.
They use some method to work around the blocking issue.
Hate to say it, but the national and state GOP are two of the worst offenders with their nearly daily calls for polls.
The price of being a “supervoter”.
