Why? I used to provide administrative support for a felony intake deputy with the DA’s office for Sacramento County in Sacramento, CA. It is the exact wording we used when we found there was insufficient evidence to prosecute.

Basically what Comey claimed when he said "no reasonable prosecutor" would bring a case against Clinton for emails. The difference is that Mueller was a special counsel, and Comey usurped the power of a prosecutor to make that determination on Clinton. Big difference. I still hope that bastard hangs for overreaching his authority.
