To: a fool in paradise
I'm not convinced there was any fraud in the test scores at all.

In order to have fraud you have to have a victim. Who was the victim of this "fraud" in these test scores? Surely not the schools themselves, since they routinely admit many minority students whose test scores are far lower than white and Asian applicants. They obviously don't take the test scores seriously enough to be defrauded.

Er, how about the deserving student with a stellar academic background and outstanding college admission test score who was bumped from a seat by this fraud?

Fraud it is!

The victim of fraud was the faceless boy or girl who should have been accepted, but was not due to the artificial inflation of these individuals’ scores.

The test is predicated on rewarding individual performance, not team performance.
