There are many problems with this Funding Bill. One of the mmost egregious is that it empowers incorporated towns, villages and cities to be able to “vote” to opt out of federally planned wall construction. That will put expropriation processes into a complete bind.
The bill is not anything the president should sign, despite what Republicans say.
It should be vetoed, and let the government shut down again. This showdown needs to happen now, not later in the election cycle.
You are absolutely wrong regarding the authority granted to “incorporated towns, villages and cities” (e.g.: mayors). The language states no such thing. Did you actually READ the bill? The language specifically states that the federal authorities “SHALL CONSULT WITH ...” Consult, as in advise, or give hearing to. The language grants no overriding privilege to local authorities, with regard to what is clearly the CONSTITUTIONAL jurisdiction of the federal government.
