Since the DEMs intend on preventing a full build of a southern wall, the next best thing Trump can do in the interim is cut off funding for those countries that are facilitating or aiding the increased influx of illegals. Make the return of those funds contingent on the wall being built.
It would also be great if they could somehow prevent the transfer of funds from the US to anyone in Mexico (or anywhere south of the US).

How will you feel about that bright idea when China offers to match the funds and move some of its military assets there, perhaps build some bases and a series of naval ports down there?
