The speaker has to give the President permission to enter the House. The Sgt at Arms has the authority to deny entry to the President.
But there is no reason the State of the Union address cannot be given in a larger venue with the Judicial branch, The Senate,House Republicans ( the House Dems will boycott), in which the public can attend.
Can you imagine a 65,000 attendance by the public in support of PDJT with the other branches of government in attendance without Pelosi?

How about an enclosed stadium in the Midwest. No reason to have it in DC either. It would offer an opportunity to see just who, from the Houses of the Congress would hop a plane and be there. And best of all, Ruthie from the SCOTUS wouldn’t be there either.
How about he give the address in a huge airplane hangar like he does with his rallies, with big screens outside for the overflow?
