Trump should count up illegal entries in 2018 and reduce the number of H1B visas by that number, until further notice.
The H1B program is a source of illegal immigration.
The program has been so abused as to drive out Americans from such jobs.

If one of the simplifications is to not lock an H1B visa holder applying for a green card to have to be with one sponsoring employer for the whole greencard application process it will greatly reduce the incentive companies have to bring them in. Corporations want indentured servants, not free agents.
