That’s a “Thin Blue Line” flag, for cops or in support of them.
Thin Blue Line.
It's a "Blue Lives Matter" flag. Blue Lives Matter supports hate crime sentences for those who are convicted of killing law enforcement officers. I disapprove of the cause (because I don't think the "hate crime" designation is ever relevant to a violent crime - almost all violent criminals should get the harshest possible sentence), and I also do not approve of almost any modification of our flag.
I was wondering that also. I see the black and white flags on car windows now and then but never the blue stripe.
Maybe represents "the thin blue line" ?
Growing up , I was taught there were strict rules for respecting the flag, and any such alterations were a form of disrespect.
but then again most of the foundations of society have been undermined or desecrated so nothing is surprising

That is an American Flag. There is a prescribed way to fold it back and use a common pin to hold it so it shows with pride.
Its the Law ENFORCEment flag. it segregates us, from “them”. The upper half is hard working people, the lower part is LE collecting revenue off us for every little “infraction” that, like their elitist rulers, they are exempt from.

I disagree.
And I'm not a big fan of the "Thin Blue Line" mentality, either.
