This has nothing to do with safety. This was called out in the 1950s:

But just pass the kind of laws that can neither be observed nor enforced or objectively interpreted – and you create a nation of law-breakers – and then you cash in on guilt. Now that's the system, Mr. Reardon, that's the game, and once you understand it, you'll be much easier to deal with.”

Great quote from a great book. I recall Ayn Rand’s wonderful ability to see the power of government as a slowly paced march to complete power over all its citizens. The frog in the sauce pan or death by a thousand cuts. Great picture of her, too.

The prime example of “creating a nation of law breakers” is the socialist/communist mayors and governors declaring their cities or states “Sanctuaries” in open defiance of Laws.
