Puppy mills are typically the domain of shelters and rescue organizations. Retail sales of puppies average in price from $1000. to well over $10,000. These are not by any stretch “milled” dogs. They are purebred by AKA registered breeders with substantial safeguards for health and care.
Local laws vary but here in Florida every puppy in a retail shop must be examined every 30 days by a licensed veterinarian with certificates of examination kept on hand. Inspection is regular and routine by County Animal Services. State licensure and inspection is required. Even the Feds get involved through the Department of Agriculture.
Violations of these regulations is punishable by imprisonment and heavy fines. California is no less rigorous. This particular legislation is based on PC animal rights extremism. It is anti pet.
Prices like that are due to the mass sterilization of the dogs. The prices will continue to rise and dog populations will continue to fall. Puppy mills will continue to produce because of the prices.
