In April of 2017 that FISC report was delivered to recently confirmed Office of Director of National Intelligence, Dan Coats; who also received a supplementary briefing on the background of the content by NSA Director Admiral Mike Rogers. We know from Collyers report the FISA-702(16)(17) process was extraordinarily abused by verified “contractors” who had access to the FBI/NSA database. The rate of abuse was 85%. Meaning 85 out of every 100 FISA702 database searches were unauthorized and outside of compliance...

In a normal world, these “contractors” would arrested on the spot and jailed for unauthorised NSA data access.
My best guess is Trump is very confident this Russian nonsense has zero effect on him. As such, he’ll let Mueller continue to chase people like Cohen and Manafort. Will he risk pissing-off the intelligence deep state with a document dump?
Its his doomsday device - he probably feels he doesn’t need to use it at this point.

My best guess is POTUS has no choice. His party doesn’t support him and in fact often undermines when they give top cover to the Mueller Coup. He’s saving the docs for when Mueller indicts Don Jr., IMO.

President Trump doesn't seem like the type of person who enjoys loosing. Nor the type who would take it relatively well being embarrassed like that.
If such a scenario played out, I wouldn't be surprised if he ordered the federal marshals to go in an seize the material.
Now, if they refused, who is left that would take orders from POTUS?

Exactamundo. They all view Trump as a short timer. I have no doubt Rotten Rod has flipped the bird at POTUS more than once. And without the full support of his own party Trump is powerless to clean house in a major way. Recall the public threats from sitting GOP Senators directed at POTUS. Imagine what is being said behind close doors.
I would fully support Trump ripping the lid off and exposing a Constitutional crisis. The sooner, the better.
