True but we know who opened the gates and punish them in the next election. That is certainly the theory; however, connected politicians have developed all manner of successful tactics while in office for providing for a secure future.
For example, see Mr. & Mrs. BJ and Mr. & Mrs. O who played ball and were/are very well-rewarded after their two terms. Quite easy to imagine Rino Ryan's future is also well-funded.
