Such payments are not illegal to make, not even for a candidate for office (who gives up no rights just because of that); it is, however, illegal to extort/blackmail someone to make one.

Well of course, they are trying to redefine them as “illegal” by claiming that they somehow “influenced an election”. Highly tenuous. Nobody voted for Trump based on whether they knew about Stormy Daniels or not.
