The most memorable thing I remember him for as president was he disappeared like a mouse during the LA riots.

I can’t think one thing he did as President that’s memorable. The first Iraq war comes to mind, but he stopped short of Bagdhad, and didn't finish the job.
That failure in leadership led to the growth of Al Queda and the worldwide terror network, which came back to bite us on 9/11.

Other former Presidents would’ve rolled up their sleeves and helped the Soviets rebuild it.
