Your the one who claims you didnt want to hear from anyone who builds in a such areas.

OK and areas of TX and KS are fire prone areas also..

What about earthquake prone areas huh?

Or along rivers. I guess we should eliminate Memphis Tenn then right? Or St Louis right? After all, those are not only Flood areas, they are earthquake prone AND tornado prone.

You are quite dense.

People can live wherever they want. They should accept all responsibility for choosing where they live when that place is in a KNOWN flood or other zone/area known to be subject to repeated natural disasters.

Unless you can tell me some way to stop or otherwise mitigate the occurrences of Tornadoes, floods and other natural disasters in the same way forest maintenance reduces the damages down by forest fires, you are wasting your time and your arguments are baseless.
