I am going to suppose that those ‘ballots’ can be produced ahead of time, and ‘found’ when, um, needed ... that’s why they can have such a large number of ballots conveniently “turn up”.
Yes, they had these ballots in a “back-up bag” or “democrat emergency bag” to steal the election. Plain & Simple.
