Since this seems to be a chronic problem, I think what they should do is set up an Electoral College within the state. Each county would have a certain number of electoral votes. No matter how corrupt Broward County becomes, they would not be able to inject more votes into the statewide total than their allotted number. And if each county is winner-take-all, then each county would cast a sufficiently forceful vote to neutralize a county that corruptly awarded all its electoral votes to some single candidate.
