I have a suspicion that states such as CA which have rampant fraud (as illustrated by your experience), may find themselves in some kind of legal difficulty.
Hopefully there is some kind of fedgov hotline for voting irregularities, fraud etc.
.... I suggest that anybody voting by mail in this and every election check their online "Vote by Mail: Status" BEFORE You vote by mail ..... In my case ..... apparently I have already voted before I have even voted .....
