As much as that train is carrying stuff I’d like to see, I suspect it is more likely stock footage of a train carrying military equipment, posed as something to fend off the current invaders.

The concertina wire is a bad idea. Some child will get all sliced up in it and you can bet a camera will catch the gory image. The coverage will far exceed the “separating families” drama of some months ago. It will be played ad nauseam.

From a keeping them out of the US perspective it makes total sense to seize a buffer inside Mexico for detainment camps.
