Every president faces moments where the risks and rewards are uncertain. Perhaps public sentiments are fuzzy, advisers are risk-adverse, or the enemy seems poised to pounce.
In those moments, a president is left to rely on gut instinct.
Ronald Reagan did it at the Berlin Wall. Bill Clinton did it with the Rose Garden handshake between the PLOs Yasser Arafat and Israels Yitzhak Rabin. And George W. Bush did it when he grabbed the bullhorn and mounted the smoking pile of rubble at Ground Zero.
Donald Trump faces such a decision: whether to declassify the documents showing what the FBI and Department of Justice (DOJ) really did to start and then sustain the Russia collusion investigation two years ago.

I understand the President has been dealing with a great deal with Kavanaugh. However, two weeks ago he DIRECTED and COMMANDED his FBI and his DOJ to release the documents unredacted and ALL TEXTS. Unless Ive missed information not a single paper has been released or forwarded to the Presidents desk. I think its high time he get back on this topic and call every year into his office and ask what was it about my demand that was unclear? Are we waffling?

Easy enough solution for insubordination is to determine at what level in the command the “word” was ignored and fire that individual(s). In short order, remaining personnel’s taste for green peas may not improve but they’d enthusiastically be eaten. Rinse & repeat as required.
Papa would sum up this apparent insubordination by DOJ/FBI personnel as being; “time to jerk a knot in someone’e a*s!”
Dan Bongino has a podcast explaining what’s going on. It’s basically keep your friends close and your enemies closer. If he fires Rosenstein he no longer can be investigated as an employee under the AG. It’s complicated but makes a lot of sense.
