I’m not comfortable having a prosecutor in the role of defense attorney. If I understand it correctly, there is no provision for defense attorneys in the hearing. The idea is to get "a better idea of the parties positions" (i.e., test the credibility of the testimony.) A prosecutor is well-suited to do so.
