i don’t believe the payments were illegal. Cohen says he was directed to make them. what was illegal was not following up with appropriate paperwork if campaign related. there is no statement that he was direted by a candidate to do that. that is what i understand to be true here.
How would paying for an NDA out of his own pocket be a campaign violation?
