No, Jefferson Davis told Braxton Bragg he was going to start war at Fort Sumter and Fort Pickens as soon as he was ready, even if that lost him certain "advantages".
Davis just didn't care who started the war, he was happy to do it to protect Confederate "integrity".
Sure, Lincoln's resupply ships provided a convenient excuse, but Davis didn't one, he said so himself:

"There would be to us an advantage in so placing them that an attack by them would be a necessity, but when we are ready to relieve our territory and jurisdiction of the presence of a foreign garrison that advantage is overbalanced by other considerations."

DiogenesLamp's focus on Lincoln is misdirected.
Lincoln wanted to hold & resupply his forts, Davis wanted them seized, by force if necessary.
Blame Davis.
