We desperately need real and effective intelligence agency oversight. They obviously cannot be trusted to police themselves, and Congress includes those who are either afraid of them, or who are in collusion with them. I don't know the mechanics of doing such a thing, but I if possible I would start an Executive Branch run intelligence agency oversight entity, and part of the charter would be that it would have to include 35% private citizens with no formal political affiliations (i.e. no elected office, no connections with those currently or formerly holding office, etc.), 25% lower to mid-rank military personnel with security clearances (or the ability to get security clearances), and 25% retired law enforcement (NOT FBI or CIA connected). The penalty for tampering with the independence of any of these individuals would be an automatic 30 year prison sentence without parole.
