What happens if they hire a DC law firm and advise them that it would be in their best interest to represent Mother Russia and these 12 anonymous GRU agents, to the very very best of their ability. Never know when someone will have to deal with exposure to polonium or some other nasty thing.

I believe it's impossible to defend an accused criminal "in absentia." If the GRU guys want to stand trial, they have to show up.

The Concord Management case is an exception, since that particular defendant is a corporation, not an individual ... so there's nobody to apprehend and no bail hearing.
