He sent 1000 troops to occupy Federal Hill, thereby enslaving Baltimore, had the mayor and other officials arrested and held without charge, suspended Habeus Corpus, and effectively enslaved the people of Maryland. Maryland was a slave state and a border state and Washington D.C. was built on Maryland soil.
