Lincoln most certainly did have the Maryland officials arrested. He sent 1000 troops to occupy Federal Hill, thereby enslaving Baltimore, had the mayor and other officials arrested and held without charge, suspended Habeus Corpus, and effectively enslaved the people of Maryland. Your story is changing and it isn't getting any more accurate.
