Two things:
1. It takes some time to conduct an investigation that will reliably convict a rich and powerful person, more if you have a network to take down. Mafia, drug cartel and terrorist network investigations typically take years.
2. If they don’t slow roll the big reveals until September and October, they are fools.
The one thing ive learned about the FBI this year: you can be the greatest FBI agent there ever was, but if you dont have a law degree (ie, you are a lawyer first) you will never be more than a local area manager. Maybe not even that.
The FBI needs more detectives, and less lawyers.

I think what is most likely going on with Atty Gen Sessions is that he is simply “in over his head” in terms of his prior understanding of/current willingness to take on the “Deep State”, DOJ Chapter.
He was not the best choice for the position, to say the least, but he was the first Senator to endorse POTUS, and thus received the plum position as a reward.
Everything since has been a disappointment.
There are often multiple "access lists" too.
When I did the dastardly deep of getting married to a foreign national, the SSO pulled my access to SCI. My TS Clearance remained intact as did my Crypto Access.
I could have transferred directly to a Signal Corp unit and continued to work my MOS as they only needed the Clearance and Crypto access in their facilities.
Within a SCIF even having the needed access doesn't grant access to everything as you said. You must have the "need to know" for that material. Curiosity isn't "need to know."
Within each SCI there could be several code word projects, and even sub categories within those. Each project and sub had it's own "Need To Know."
Another example was the comm Center access list. Every one of our unit in operational MOS's had TS Clearance, Crypto Access, and were read on to SCI's. They still had no access to the comm center unless they were on that separate list.
