They're playing the role of 'middlemen traffickers' the shoreline rubber boat traffickers pass the refugees to these guys, who can handle 800 plus on board...... who pass them to the larger ships to take to ports....

Note the changes of how close to shore they are now FOR PICK UP as opposed to the years before...picked up....they should just land and pick up for land traffickers only have to provide boats to get out to sea two miles only. They give then cells to call these guys who then pick them up....
