How does this work, it isn’t clear to me. They picked up all these people in Africa, took their money, and were just going to sail into Naples harbor (good luck to them) and offload...instant refugees?

The whole thing, start to finish, is a leftist operation.
It’s understood from the beginning that the refugees will be rescued by a leftist operated rescue boat (doctors without borders in this example) who will then educate the “refugees” on how to apply for refugee status/asylum when they reach their destination in Italy. Only this time, Italy said we’re not taking them.
Send them docs, medicines, food, water and clothing, but do not let them in. There are many ways to preserve their families and their culture in their country of origin. Help but not national suicide.
True refugees running from specific threats not just general social dangers must be vetted.
