I think the media does. The media gives the marching orders, not take them. And I’ve been of this opinion since Trump was in the campaign.
Is it possible that Trump sized them up and realized that they had no clue how to make America Great Again? They don't even know how to negotiate their own jobs.
It should be recognized that Henry Kissinger wrote a paper in 1960 Peace, Legitimacy, and the Equilibrium. Every college class since then, every think tank expert, every state department employee since then, everyone except Ronald Reagan, Bolton and Trump used the Peace, Legitimacy, and the Equilibrium thesis as the basis for all diplomacy. Trump is destroying their entire understanding of reality.
The thing I really respect about Trump is he can forgive. Never forget of course but he can get past old grudges to make a mutually beneficial deal.
In this case there’s nothing in it for the President personally other than historical significance. It’s simply the right thing to do.
Other, weak and small-minded people like McCain and the never Trumpers in general, are not capable of this higher set of morality. It’s simply beyond them.
