Well, it’s the seat of a very wealthy county. If the old part is still salvageable and they want to save it, maybe they’ll turn their influence to getting good engineers and scientists involved.

Maybe they can rebuild up 10 or 15 feet. This was done in Seattle after a devastating fire. Now part of the ground level is a tourist attraction called The Underground. The water from future heavy rains can run down the hill below the inhabited parts of the buildings.
