‘rectum’ as a Latin noun is second declension neuter, and ‘around’ is a preposition, so its case is ablative, thus in the third person plural it would be ‘rectis’...a reasonable Latin translation would go:

‘apparet quod multum tempus(Billy)expendit circa rectis vaccarum...’
