Is Sessions even still alive? If he is he is doing a good job of hiding it. Trump will never get anything done until he replaces Sessions with someone who is LOYAL and not a member of the swamp.

Sessions is one of the leaders of the Swamp.

That’s completely naive. They operate in a world where cash is moved by forklift on pallets. They launder dope money, weapons money and bribe money and operate in black budgets.
They could pay Halper 400k and hide it easily with no paper trail. Are we to believe Halper did this as his patriotic duty? He was paid. FBI did it.
Somewhere there is a signature authorizing this payment and an authority for making it. Nunez and Gowtey should “follow the money.”
If the payment is illegal sue Halper to get it back (if he is still alive)
2. Who leaked it? The Deep State folks who have a pretty good idea what's in the OIG report. Remember that there are two OIG investigations: Clinton e-mail and FISA.
3. Why was it leaked? They are trying to downplay what they think is in the FISA report, which will include the Steele Dossier; the Page FISA Application; and now a spy.
4. What was the purpose of the DJT demand tweet? Just to shake up the opposition. He knows this is part of the FISA investigation and Rosenstein responds within hours that it will be part of the "expanded" investigation.
At least, this is the way I am currently understanding all of this.
Last thing: usually when the bad guys admit to something, they aren't admitting to the worst thing they did. There may be more to Halper than we know yet.
