Please explain to me how states with high state taxes are subsidized by low-tax states. The author makes that claim in the first paragraph.

Nobody in Alabama, for example, pays state taxes in Connecticut ... so how exactly does this "subsidy" work?

We all pay more fed taxes to cover the shortage when they get go deduct their full state taxes.
